- If the country is a member of the Hague Convention, the PCC must be certified with an apostille.
- If the country is not a member of the Hague Convention, the PCC must be double legalized (the second stamp can be obtained at the Ministry of Foreign Affairs of Lithuania or the Lithuanian Embassy).
Health Insurance Document
- Cover urgent medical care costs and potential transportation costs for your return to your home country due to health reasons.
- Have a coverage amount of at least €10,000.
- Be valid during your stay in Lithuania.
Alternatively, provide proof of compulsory health insurance as stipulated by Lithuanian law.
State Fee
- €80 for general processing (up to two months).
- €320 for urgent processing (up to one month).
Document Language Requirements
- All documents issued abroad should ideally be translated into Lithuanian; however, English is also accepted by the migration office.
- Translations must be official, bound to a certified true copy of the original document, and attested by the translator’s signature.
- The PCC:
- Must be translated into Lithuanian or English unless it is issued in English.
- If the PCC states a prior conviction, it must be translated into Lithuanian.
Submission Process
- Submit your documents via the Migris system.
- Book an appointment at your External Service Provider (VFS).
- Attend the appointment to submit your original documents and biometric data.
Important Notes
- TRP processing time:
- General order: up to 2 months.
- Urgent order: up to 1 month.
- TRP cards will be sent to the VFS where you submitted your documents. Delivery to the VFS may take up to 2 weeks.
- Begin the migration process as early as possible to avoid delays.

You can legally travel to Lithuania only after receiving your TRP card.
Students from non EU/EFTA countries (exchange students)
National visa D is issued on for ERASMUS and EMMIE students.
All international students from non EU/EEA countries coming for studies to Lithuania according to student exchange programme are required to get a national visa (D).
The application documents for the issue of visa D should be submitted to:
- An external service provider if you are abroad (Temporary residence permit and national visa services – Migration Department under the Ministry of the Interior of the Republic of Lithuania);
- The Migration Department if you are legally in Lithuania.
The decision to issue a national visa is made within 15 calendar days from the date of the request. This period may be extended by up to 45 calendar days.
Important:
- If you want to apply for national visa after coming to Lithuania, you need to have legal basis to come to Lithaunia, for example Schengen visa. Keep in mind that you need to be in Lithuania legally while submitting the documents, while waiting for the decission and when collecting your national visa.
- Visa might be issued very quickly, but the process might take up to 45 days, so be ready to have a possilibility to be in Lithuania legally for 45 days till national visa is issued for you.
- The national visa is issued for a maximum of 1 year.
- If you applied for national visa and submitted documents to external service provider, you will have to collect national visa also from the same external service provider. You can not submit documets to external service provider and collect national visa in Lithuania.
Other remarks:
- if you have been issued with a national visa for 1 year or several national visas with a total validity period of 1 year, you may be issued with another national visa if more than 180 days had elapsed from your previous visa or the total validity period of all visas you had. The total period of validity of several national visas must be counted from the date of issue of the previous national visa, if less than 180 days have elapsed since the expiry of its validity;
- if you are holding a national visa, valid for 1 year or several national visas with a total validity of 1 year, and intending to apply for a temporary residence permit, in order to stay in Lithuania during the consideration of the application will have to submit this application in advance – 1,5 to 3 months before the expiry of the actual national visa.
Required documents to obtain national visa D:
- EPIS mediation number (university will provide it to you).
- Completed application form in MIGRIS system (go to https://www.migracija.lt/, choose EN language, choose “For foreigners” and follow the steps). Please fill it in online and submit it to Migris).
- A valid travel document (passport) issued within the last ten years, that validity period is at least 3 months longer than the validity period of the requested visa and containing at least 2 blank pages.
- Proofs of sufficient funds:
- The subsistence amount is 0,5 minimum monthly salary (519 €) per month, the amount for return to the country of origin or a foreign country to which you are entitled to travel, the amount of funds – 1 minimum monthly salary (1038 €). For example, if you apply for visa of 6 months, you need to have in your account 519 € x 6 months + 1038 € = 4152 €.
Keep in mind that the amount of minimum montly salary may change from 1st of January 2025.
- Funds or received regular income must be sufficient to live in Lithuania for the entire period of validity of the visa. These documents may be submitted in English or a certified-by-the-interpreter’s-signature translation to English from a different language may be submitted.
- A document confirming health insurance that will be valid during the stay in the Republic of Lithuania (the minimal health insurance sum comprises EUR 30 000) that covers urgent medical care costs and costs that may occur because of applicant‘s return to a foreign state due to health causes (transportation, including personal health care specialist (specialists) escort), and shall be valid during the period of applicant‘s stay or residence in the Republic of Lithuania or a document confirming that the applicant has compulsory health insurance in cases stipulated in the Law on Health Insurance of the Republic of Lithuania. It must be valid in all states of Schengen Area.

Apply for a TRP in Your Home Country:
Submit your documents and biometric data at the VFS office in your home country to obtain a TRP. Once you receive your TRP, you can travel to Lithuania (this is the same process as for students from non-EU countries). -
Apply for a TRP After Arriving in Lithuania:
Collect all the necessary documents in your home country, travel to Lithuania, and apply for a TRP at a local Migration Department office.- You must submit your documents and biometric data and complete the entire TRP process (including receiving your TRP card) within the 90-day legal stay period.

Provide a document certifying that you have sufficient resources for living in the Republic of Lithuania for yourself and your family members or other person if they come to you or with you (e.g., bank statement about the funds available, a letter from the educational institution about the scholarship the by a person).
Each time, “sufficient resources” are assessed individually according to your personal situation, however it is important to note that 221 Eur is the minimum amount you should have for one month of living in Lithuania per person.

Provide a document concerning the place of residence in the Republic of Lithuania – how to declare your place of residence please read for more information in the website of Migration Department HERE:

IMPORTANT
Documents issued abroad must be translated into Lithuanian language and certified by an interpreter. If documents, confirming marriage, divorce, death of the sponsor, birth certificate, proof of health insurance or bank statement are required, these may be given in the original English language or may be translated from other language to English and certified by an interpreter. At the request of an authorized employee of the Migration department, a foreigner must submit translations of these documents into Lithuanian, certified by an interpreter.
Documents issued by foreign states must be legalized or certified by certificate (Apostille) in accordance with the procedure established by the Government of the Republic of Lithuania, except for the cases provided for by the international treaties or legal acts of the European Union where documents do not need to be legalized or approved by certificate (Apostille).

When should I start my migration process?
Start it as soon as possible. The best time to begin is NOW.
Why should I start the migration process so early? I still have plenty of time until September.
The migration process takes time—sometimes a lot of it. Migration depends on multiple institutions, not just ISM University and its team. Starting early increases your chances of completing it on time.
How long does it take to get a TRP decision?
Once you submit your documents at the VFS, it can take up to 2 months for a decision to be made.
When I receive a decision that my TRP is issued, can I already travel to Lithuania?
No, you cannot. Even if your TRP decision is issued, it will only be valid from the date mentioned in the decision. Additionally, you need to collect your TRP card. Only after having the TRP card in hand can you legally travel to Lithuania.
When will my TRP card be ready?
It usually takes up to 2 weeks for your TRP card to arrive at the VFS where you submitted your documents.
How will I know my TRP card is ready?
You will receive a notification from Migris informing you that your TRP card is ready for collection.
Can someone else collect my TRP card and bring it to me?
No, you must collect your TRP card in person.
Which VFS should I visit to collect my TRP card?
You must collect your TRP card from the same VFS where you submitted your documents and biometric data. The card cannot and will not be sent to another VFS.
My friend received their TRP decision, but I haven’t. Why?
The migration process is highly individual. The Migration Department assesses each case separately. Be patient, and your decision will come in due time.
Two weeks have passed, and I still haven’t received my TRP decision. What should I do?
Be patient. TRP decisions are issued within 2 months of submitting your documents to the VFS.
What is a VFS, and where is it located?
My passport expires in a few months. Is that okay?

My passport only contains my first name and no surname. What should I do?
